Piccolo (Gemeinhardt 4SS) Intonation Problems?

Ok, I got my Gemeinhardt 4SS (solid silver) about less than a year ago. For some reason, it's always out of tune, but the tuning cork is in its correct position. I'm getting to the speculation that it's probably me who's causing the intonation problems. Any tips on how to fix this?
