When i look inside the head joint of my piccolo i can see part of the actual cork. is that supposed to happen?

I just got a new piccolo and when i checked to make sure the cork was in the right place with my tuning rod, i found out it was too far to the right. I tried unscrewing the crown a little bit and then pushing on it with the rod and it wouldn't budge. Disconcerted, I looked inside the head joint and i found out that i could see part of the cork. Its a Weimar piccolo so its not exactly high quality. should i just return it since it doesn't work, or is there some way for me to fix this?
